Nën organizimin e “Institute for Leadership and Public Policy (ILPP)”, sot në Tetovë, së bashku me ambasadoren e ShBA- së znj. Kate Marie Byrnes, rektorin e Universitetit të Evropës Juglindore (UEJL) z. Akad. Prof. Dr. Abdylmenaf Bexheti dhe kryetaren e Komunës së Tetovës znj. Teuta Arifi zhvilluam një panel diskutimi me fokus punësimin dhe punësueshmërin e të rinjve. Nga aspekti i institucionit që unë drejtoj, mund të them se një nga përparësitë kryesore në punën e Agjencisë së Punësimit të RMV- së është ulja e papunësisë së të rinjve dhe rritja e punësimit të të rinjve në mënyrë që ata të inkuadrohen sa më lehtë në tregun e punës. Kjo është arsyeja pse të rinjtë janë një nga grupet kryesore të fokusit në Planet Operative të Punësimit të zbatuara nga APRMV- ja, të cilat përmbajnë programe dhe masa aktive që çojnë në punësim të drejtpërdrejtë dhe masat që rrisin punësueshmërinë e të papunëve.
Në këtë panel diskutimi theksova se APRMV- ja si institucion, në fokus të veçantë ka të rinjtë me programet dhe masat që ajo i posedon, siç janë trajnime për të rinjë në fushën e IT, trajnime gjatë punës për një punëdhënës të njohur, trajnimet për kualifikime profesionale sipas kërkesës së punëdhënësve, trajnimet e profesioneve të kërkuara, trajnimet për shoferë të kategorisë C dhe D, masa e vetëpunësimit, programit mbështetës për krijimin e vendeve të reja të punës. Gjithashtu, theksova se, edhe pse shteti ynë nuk është pjesë e BE- së, Maqedonia e Veriut së bashku me APRMV- në zbaton projektin e Garancisë për të rinj, projekt ky i cili zbatohet edhe nga vendet anëtare të BE-së.
Qëllimi i projektit Garanci për të rinjtë është që të përmirësojë pozicionin e të rinjve në tregun e punës, kryesisht duke u’a lehtësuar kalimin nga arsimi në punësim. Kjo masë mundëson që çdo të ri deri në moshën 29 vjeç, në një periudhë prej 4 muajsh pas evidentimit të tij të parë në APRMV si i papunë, që të marrë një ofertë të përshtatshme punësimi, mundësi për të vazhduar arsimin ose për t’u përfshirë në një nga masat aktive të punësimit.

Во организација на “Institute of Leadership and Public Policy (ИЛПП)”, денес во Тетово, заедно со американската амбасадорка г-ѓа Кејт Мари Бирнс, ректорот на Универзитетот на Југоисточна Европа (УЈИЕ) Акадeмик Проф. Д-р Абдилменаф Беџети и градоначалничката на Тетово г-ѓа Теута Арифи бевме дел од панел дискусија фокусирана на вработувањето и вработливоста на младите. Од гледна точка на институцијата со која раководам, истакнав дека еден од главните приоритети во работењето на Агенцијата за вработување на РСМ е намалувањето на младинската невработеност и зголемувањето на вработловоста на младите лица со цел тие полесно да се вклучат на пазарот на трудот. Токму затоа младите лица се една од главните фокус групи во Оперативните планови за вработување кои ги имплементира АВРСМ кои содржат активни програми и мерки кои водат до директни вработувања и мерки кои ја зголемуваат вработливоста на невработените лица.
На оваа панел дискусија истакнав дека АВРСМ како институција става посебен фокус на младите преку програмите и мерки што ги имплементира, како што се обуките за млади во областа на ИТ, Обуките на работно место за познат работодавач, обуките за стручни квалификации според барање на работодавачите, Обуките за возачи за Ц и Д категорија, програмата за Самовработување и Програмата за поддршка за креирање на нови работни места. Исто така, нагласив дека иако нашата земја не е членка на ЕУ, Северна Македонија преку АВРСМ го спроведува проектот Гаранција за млади, проект кој исто така го спроведуваат земјите-членки на ЕУ.
Целта на проектот Гаранција за млади е подобрување на позиционирањето на младите на пазарот на трудот, пред се, преку олеснување на преминот од образование кон вработување. Со проектот се овозможува на секое младо лице на возраст до 29 години, во период од 4 месеци по неговото прво евидентирање во АВРСМ како невработено лице, да добие соодветна понуда за вработување, можност да го продолжи образованието или да биде вклучено во некоја од активните мерки за вработување.

The youth is the future and the key to the country’s progress and prosperity.
In the organization of the “Institute for Leadership and Public Policy (ILPP)”, today in Tetovo, together with the US Ambassador Mrs. Kate Marie Byrnes, Rector of the South East European University (SEEU) Mr. Acad. Prof. Dr. Abdylmenaf Bexheti and the Mayor of Tetova Mrs. Teuta Arifi, we developed a panel discussion focusing on the youth employment and employability.
From the aspect of the institution that I lead, I can say that one of the main priorities in the work of the Employment Service Agency of the Republic of North Macedonia is the reduction of youth unemployment and increase the youth employment so they can join the labor market as more easily as possible.
That is why the youth is one of the main focus groups in the Operational Employment Plans that are implemented by the Employment Service Agency which contain active programs and measures leading to direct employment and measures that increase the employability of the unemployed.
In this panel discussion I emphasized that ESA as an institution, has a special focus on young people with the programs and measures it possesses, such as training for young people in the field of IT, trainings for the required occupations, training for drivers of C and D category as well as the measures of self-employment, and support program for job creation. I also stressed that, although our country is not part of the EU, North Macedonia together with ESA implements the Youth Guarantee project, a project which is also implemented by EU member states.
The aim of the Youth Guarantee project is to improve the position of young people in the labor market, mainly by facilitating their transition from education to employment.
